7、 in the site effectively, make sure that it conforms to environmental goal and target requirements, reduce or control air pollution, realize continuous environmental behavior improvement. 对与基地内烟尘/粉尘有关的运行与活动进行有效地控制，确保其符合环境目标与指标的要求，以减轻或控制大气污染，实现环境行为的不断改进。2.Scope2.2 范围It is applicable to fume/dust gene
8、ration, processing and discharge control in each factory/department of Saint-Gobain PAM China Xuzhou site. It mainly refer to the BF, SI, CO, HP, PL and DIP.适用于圣戈班穆松桥徐州基地内各工厂/部门烟尘/粉尘的产生、处理及排放控制。主要涉及炼铁厂、烧结厂、焦化厂、热力厂、铸管厂（SGPLXZ，DIP）3.TERMS AND DEFINITIONS3. 术语和定义3.1 Fume: Aerosol in the air when materi
9、al burns incompletely. Particle radius is 0.1m100m approximately.3.2 Industrial dust:It refers to solid particle which is formed in production process and can float in the air for a long time. It is one of the important professional harmful factors polluting working environment, harming workers heal
10、th, and causing many kinds of professional lungs illness including pneumoconiosis. In the most condition, it is generated by solid material through mechanical effect. There are also some dust comes into being because materials incomplete combustion, detonation and vapor coagulation in the air when m
11、aterial is heated oxidization to become sol etc.3.1烟尘：物质不完全燃烧后成悬浮在空气中的颗粒。粒径约0.1m100m3.2工业粉尘：是指在生产过程中形成的、能长时间漂浮在空气中的固体微粒，它是污染作业环境，损害劳动者健康的重要职业性有害因素，可引起包括尘肺在内的多种职业性肺部疾患。 多数情况下它是由固体材料通过机械作用产生的，也有一部分粉尘是由于物质的不完全燃烧、爆炸和物质被加热时产生蒸汽在空气中凝结或被氧化形成溶胶等。4. RESPONSIBILITIES4. 职责4.1 The site EHS department is respons
12、ible to formulate general fume/dust management control principles, and should instruct and supervise fume/dust management control situation in various factories/departments; 4.1基地EHS部负责制定通用的烟尘/粉尘管理控制原则，并指导、监督各工厂/部门烟尘/粉尘的管理控制情况；4.2The site maintenance dept. of the site are responsible for fume/dust p
13、rocessing facility management, to make plan and follow up the daily check.4.2 基地维修部负责烟尘/粉尘处理设施的管理，如制定维修计划，监督操作点检情况等。4.3 The site Quality lab responsible to monitor fume/dust.4.3 基地质量部实验室负责烟尘/粉尘的监测。4.4 Various factories/departments managers are responsible for their own factory/department fume/dust s
14、upervision and management. Essential operation instruction book or management stipulations should be made according to their factorys/departments special situation based on the procedure; 4.4 各工厂/部门经理负责本工厂/部门烟尘/粉尘的监督和管理，应在本程序的基础上根据本工厂、部门的具体情况有针对性地制定必要的作业指导书或管理规定；4.5 Various factories/departments man

16、processing facility installed upon needs; The coal-burning facility should install mist and dust processing facility; Coal-gas-burning facility can not install mist and dust processing facility;6.1.1各工厂/部门烟尘产生点视需要安装烟尘处理设施；燃煤设施应安装烟尘处理设施；燃煤气设施可不安装烟尘处理设施；6.1.2 Managers of various factories/departments
17、are responsible for their factories/departments fume supervision and management of processing equipment, periodical maintenance and daily inspection;6.1.2各工厂/部门负责本单位烟尘处理设施的管理，落实设施的定期保养计划及日常点检要求；6.1.3 Each factory/department must consider fume processing facility performance in the equipment overhaul
18、, and enhance fume processing facility ability and processing effect continuously.6.1.3各工厂/部门在设备检修中要考虑烟尘处理设施的性能，不断地提高烟尘处理设施的能力和处理效果。6.2 Air emission outlet management6.2 废气排放口的管理6.2.1The chimney tube establishment must conform to related standard requirements, have monitoring hole as the monitor tec
19、hnology stipulated. Air emissions chimney which do not conform to requirements should be transformed. For those which are unable to achieve the predetermined altitude, emissions speed must be controlled strictly (emissions speed is based on related emission normal value determination), and install a
20、ir emission outlet sign at the same time. processing facility should be installed at the air emission outlet, and assure normal operation;6.2.1排放筒设置高度必须符合有关标准要求，且根据监测技术规定留有监测孔，排气筒不符合要求的要进行改造，对实际情况无法达到规定高度的则要严格控制排放速率（根据有关排放标准值确定排放速率），同时安装废气排放口标志牌。必要时, 排放口应安装处理设施，并保证正常运行；6.2.2 Each factory/department
21、should cooperate with the site quality department lab, carry out his factorys monitoring requirements, monitoring frequency and monitoring project each year, and the lab will fill the results in Environmental Monthly to report to the site EHS department.6.2.2各工厂/部门应配合基地质量部实验室，落实本工厂的每年度的监测要求、监测频率、监测项
22、目，并由实验室将检测结果填入环境月报报基地EHS部。6.2.3 If monitoring results surpass stipulated emissions standard, various factories/departments should investigate and analyze, to formulate correction and prevention measures to revise according to Nonconformity, Corrective Measures and Preventive Measures Management Proc
